A "physical altercation" ensued, in which one individual was seriously assaulted.
Two arrests were made by unmarked police officers, following the incident.
These included a 47-year-old man arrested on suspicion of assault.
He has since been released whilst police continue their enquirees.
A 24-year-old woman was also taken into custody, however, she was later "de-arrested" and issued with a traffic offence report for driving without due care and attention.
A spokesperson for Hertfordshire police said: "Driving into a parked car is bad, doing it drunk at nearly 2x the legal limit is worse.
"Having a physical altercation also, and seriously assaulting someone as a result of the incident is unacceptable."
